
Kemper Integrated Gasification Project

The “Kemper County” Project consists of an Integrated Gasification Combined Cycle (IGCC) power generation facility as well as an adjacent lignite mine, 36 miles of water pipeline, 86 miles of transmission lines, and numerous modifications to seven (7) substations. The project is located in Kemper County, Mississippi.
The Project has a nameplate electrical capacity of 800 MW gross. The Project utilizes the Transport Integrated Gasifier (TRIG) gasification technology developed by Kellogg Brown & Root (KBR) in cooperation with Southern Company, to convert the lignite fuel to a synthesis gas (syngas) for use as the main fuel in a combined cycle power block. The Project also includes carbon capture technology to remove 65% of the CO2released from the gasification process.
Critical Technologies Consulting, LLC was retained by the Mississippi Public Utilities Staff as Independent Monitor and was responsible for providing onsite monitoring, status reviews, financial reviews and analysis, cost and schedule reviews and forecasts, quality reviews, and all other aspects of project development and completion. CTC was also responsible for providing prudency reviews and offering written and oral expert witness testimony. This project spanned from 2009 to 2017.
