
Kemper Integrated Gasification Project

The ANO site consists of two pressurized water nuclear-powered electrical generating plants; Unit 1 (a Babcock and Wilcox Nuclear Plant, rated at 836 MW) and Unit 2 (a Combustion Engineering Nuclear Plant, rated a 993 MW).
In March 2013 a serious accident (referred to as the “Dropped Stator Incident”) occurred at ANO that resulted in loss of life and additional serious personnel injuries. This incident, plus a series of NRC reportable events, led to ANO being categorized as a Category IV power station. Category IV is next to the least favorable category (i.e., Category V, and with that rating would require plant shutdown). In addition, ANO’s operational performance has not been up to par.
The Arkansas Attorney General’s Office (ARK-AG), in representing the public’s interests, has engaged CTC to review and report on ANO’s performance. To this end, CTC has performed analyses and prepared written testimony that has been submitted to the Arkansas Public Service Commission. Also, CTC will support the ARK-AG at future hearings by providing oral testimony. Included with CTC’s written testimony is an analysis and definitive evidence as to why ANO’s performance should be evaluated as degraded, and further actions that need to be taken to further evaluate issues of prudency.
